How this may be done is formulated in some concrete proposals: to conserve the spirit of prayer and devotion, to maintain and develop the "spirit of Assisi", to give primacy once more to the Spirit, to promote the spirit of unity, to be in the forefront of the striving for peace.
We are committed to lift our voices to support the condonation of the debt of the countries of the Third World as restitution for the enormous socio-economic and moral debt accumulated by the industrialized countries. We ask that there be banished every form of work in which human dignity is not respected, and we oppose the idea of children forced to work."
* The Secretary-General took part on 30 October in the official opening of the academic year in the Study Centre of St. Bernardine's, Verona (Italy), by giving a paper on "Studies and our Vocation as Friars Minor". * From 20 to 22 November the Secretary-General directed some days of ongoing formation for the friars of the Province of Palermo (Sicily) on the theme "Ongoing Formation: a demand of faithfulness to our vocation". * From 27 to 29 November there was a meeting in the General Curia of the Executive Committee for Formation, made up of the three friars of the General Secretariate together with three friars representing the Conferences, Brs. Benoît Amoussou (Africa), Martín Harun (Indonesia) and Daniel McLellan (USA). * From 1 to 5 December Br. Carballo directed a week of Provincial animation in the Vice-Province of Egypt. The topics were: formation and studies; the document of the 1997 Chapter. * From 30 October to 3 December there took place in Ain Karem the first "Holy Land Sabbatical Period" in the English language. Previous courses had been held in Spanish, Italian, Polish and Portuguese. These periods are organized by the General Secretariate for Formation and Studies.
* The death occurred on 20 November 1997 of Msgr. Br. Ambrose Papaiah Yeddanapalli, Bishop of Bellary (India) from December 1963 until he retired in October 1992. He was born on 20 August 1914. * The Osservatore Romano of 19.11.97 dedicated an entire page to St. Agnes of Assisi whose eighth centenary of birth occurs this year. * There are in Italy 174 monasteries of Poor Clares, of which 113 with the Rule of Clare, 29 with the Urban Rule, 32 of Capuchin observance. In the whole world the number of monasteries is around 943, of which 620 in Europe, 216 in the three Americas, 64 in Asia, 37 in Africa and 6 in Oceania. * Msgr. Br. Fernando A. Figueiredo, Bishop of Santa Amaro (Brazil), was nominated a member of the Commission for the Final Message of the Special Assembly for America of the Synod of Bishops. * The magazine Hermano Francisco of the Spanish Franciscan Family (Plaza San Lorenzo 2-B / 46003 Valencia, Spain) has reached its one hundredth number and received the good wishes of the Ministers General. The magazine is a continuation of "Acción Antoniana" founded in 1921. It changed its name and contents in 1977. From then on until the present its editor is Br. José-Gabriel Francés Domínguez. * The Spanish-Portuguese Conference's Secretariate for Formation and Studies held its sixth course for formators beginning on 6 November, dedicated this year to "Key-Concepts in Formational Dialogue". The course was held in Madrid. * The next meeting of the Union of Latin-American Franciscan Conferences (UCLAF) will be held in Guatemala City (Guatemala) from 20 to 25 April. Principal topic: the documents "To Fill the Earth" and "From Memory to Prophecy". * The Chapel of the Sorrowful Virgin of the Friary of St. Francis in Cajamarca (Peru) was raised to the dignity of a Diocesan Sanctuary on 4 October 1997. The Franciscans have been present in Cajamarca from the first years of the city's foundation. On the same day the civil authorities conferred on the Sorrowful Virgin the "Medal of the City", invoking her as the "Queen and Patron of Cajamarca". * On 15.7.97 two sculptures by Br. Francesco Gaballo (Province of Lecce, Italy), each two metres high, were unveiled. They represent St. Giles of Taranto and the Servant of God Br. Giuseppe Ghezzi, and adorn the facade of the Church of the Holy Child in Massafra. Br. Gaballo is 85 years old.
The Convento has been declared unusable for more than half its extent: two corridors of the cloister square with the friars' rooms situated there, and the greater and lesser refectories beneath, damaged in their load-bearing arches. For this reason the friars have been forced to leave the friary, making do with provisional accommodation. The Porziuncola - The little church of the Porziuncola situated in the middle of the great basilica has not suffered any damage by the earthquake. The altar-piece, the work of the Priest Hilary in 1393 depicting the granting of the Indulgence of the Pardon, has been removed for restoration. The Chapel of the Transitus, which encloses the "terra nuda" on which Francis desired to die, is also intact. Only the statue of Saint Francis by Andrea della Robbia normally placed in the niche behind the little altar has been removed for safe keeping. The large statue of the Madonna (7 metres or 23 feet high) normally found at the top of the Basilica's facade was lowered on 7 December and provisionally placed at its side. It is hoped that it will be returned to its rightful place once restoration work is complete. Re-opening - For the moment there are no definite dates for the beginning of the restoration work. An examination and analysis of the extent of the damage and a drawing up of plans for the work to be done are still in progress. Any speculation about the re-opening of the Basilica is quite premature, if only because to date the tremors have still not entirely ceased. On 7 December a great tent capable of holding up to a thousand people was inaugurated on the piazza in front of the Basilica for liturgical celebrations on Sundays and Feast-days. In the meantime both friars and faithful have spontaneously taken to meeting for the recitation of the Rosary on the piazza every evening at 9 p.m., their eyes fixed on the Porziuncola which can be glimpsed through the open doorway of the Basilica. On 7 December the Minister General, Br. Giacomo Bini, presided in the great tent over a prayer vigil for the opening of the Year of the Holy Spirit.
The priorities in their hierarchical order which emerge with clear evidence from the capitular documents are: 1. the spirit of prayer and devotion: contemplative life; 2. communion of life: the Fraternity; 3. life in minority and poverty - solidarity; 4. evangelization - mission. There is then a fifth priority which is demanded by and is a condition of our faithfulness to our own vocation: formation, which is involved by and is related to the four priorities listed.

* The Holy Father has named Apostolic Nuncio in Sudan and Apostolic Delegate in Somalia Br. Marco Dino Brogi, Tuscan Province, up to now Under-Secretary in the Congregation for the Oriental Churches, raising him at the same time to the titular archdiocesan see of Città Ducale. His episcopal ordination was conferred on him by the Pope in person in St. Peter's on the Feast of the Epiphany. * The Holy Father on 7.12.97 named Br. Antonio Costa Domingues de Souza, professor at the Antonianum and the Urbanianum, to be a Judge of the Ecclesiastical Tribunal of Vatican City.
New General Definitor
Fr. Peter Williams, of the Province of the Immaculate Conception in Great Britain, is again the General Definitor for Africa and the Middle East, taking the place of Fr. Adriano Langa, new auxiliary Bishop of Maputo. Fr. Peter was the private secretary of Fr. John Vaughn and in the last sexennium the Definitor General for Africa and the Middle East. Born in 1946, he entered the Order in 1965 and was ordained in 1974. A Doctor of Theology (Louvain), he speaks English, French and Italian. After the General Chapter he went to Africa to collaborate in ongoing and initial formation.
"Let us free the poor countries from their debts"
The Italian SFO and Franciscan Youth (GIFRA) have taken the initiative, as a preparation for the Jubilee, of gathering signatures in favour of the remission of the debts of the countries of the Third World. An initiative of a similar kind could be undertaken by the Franciscans of other countries, perhaps co-ordinated by the Commissions for Justice and Peace of the Conferences. We quote some passages from the manifesto of the Italian SFO: "Caught up in the drama of the human race which in one of its parts suffocates in riches and in others is constantly further degraded by the egoism of the few towards the great masses, we want to accept the challenge of the eradication of poverty, seeking a renewed relationship with the goods of this world which will permit all to sit at the one table of the Lord.
Control of development funds
The above document also takes up the proposal of setting up a commission both inter-governmental and non-governmental to investigate the facts of the destination and utilization of the loans granted to Governments suspected of unjust appropriation; that the extensive and repeated violations of the right to development be included in the list of "crimes against humanity" and be prosecuted as such by the permanent International Court whose rapid constitution is requested. Finally the document appeals to the Peoples' Court to convoke a special session to judge both the responsibilities of the governments of countries in the South regarding their management of public development aid, and the responsibilities of the industrialized countries of the North regarding the destination and utilization of public funds for co-operation in development.

* The Franciscan community in Rome on 16 November joined the academic community of the PAA to carry out the obsequies of Br. Moisés Martínez Peque who had died suddenly. More than two hundred priests concelebrated with the Minister General. Br. Moisés was born in Alcoba de la Rubera, Spain, on 11 October 1956. A specialist in the sacramental theology of marriage, he taught at the PAA and collaborated with the Office for the Pastoral Care of Family Life of the Italian Bishops' Conference.
O.F.M. Bishops in the Synod
Among the participants in the Synod of Bishops for America were the following members of our Order: Cardinal Paulo Evaristo Arns, Archbishop of São Paulo (Brazil); Cardinal Aloysius Lorscheider, Archbishop of Aparecida (Brazil); Msgr. Claudio Hummes, Archbishop of Fortaleza (Brazil); Msgr. Fernando A. Figueiredo, Bishop of Santo Amaro (Brazil); Msgr. Ramón Darío Molina J., Bishop of Montera (Colombia); Msgr. Roberto Octavio González, Bishop of Corpus Christi (U.S.A.); Msgr. Manuel Eguiguren Galarraga, Auxiliary Bishop of El Beni (Bolivia). Also present as an Auditor was Br. Guido Zegarra, President of the Latin-American Conference of Male and Female Religious (CLAR). On 11 December these were all invited by the Minister General to meet and to have lunch in the General Curia.
Hermann Schalück: President of Missio
The Bishops' Conference of Germany has appointed the former Minister General, Br. Hermann Schalück, to be President of "Missio", its missionary organization to assist particularly Asia, Oceania and Africa. His nomination was ratified by the Congregation for the Evangelization of Peoples (formerly "Propaganda Fide"). From the beginning of this year Br. St. Mary of the Angels today
The Basilica - This was declared to be totally unusable. In fact, to the few cracks of earlier earthquakes has been added much new and serious damage at the level of the transept to the right and left of the Porziuncola, and at the level of arches and vaults especially in the left lateral nave. Moreover, the separation of the old facade has increased. The cupola at the level of the tambour has been left with a new crack but remains stable.
Centenary of the Leonine Union
The Pontifical Athenaeum Antonianum on 21 November 1997 promoted a Study Meeting one century after the Apostolic Constitution of Pope Leo XIII (4 October 1897) on the union of the Order of Friars Minor, known as the Leonine Union. Contributors included Br. Maurice Carmody: "The Four Principles of the Leonine Union - Background and Context", and Br. Romain Mailleux: "The Legislation of the O.F.M. after the Leonine Union - Starts, Steps, and Questions". The Province of SS. Cyril and Methodius (Zagreb) and the Croatian Academy of Sciences promoted a Congress, 19-29 September 1997, on the figure and activity of Br. Euzebije Fermendzin of Nasice, on the occasion of the first centenary of his death. Among other things, his work in favour of the Leonine Union was highlighted with his contribution to the formulation of the "Aloysian" and "Leonine" Constitutions, his activity as twelve-times Visitator General and his explicit support for the union of the Order. In addition, he was General Definitor (1881-1889) and editor of the Annals of the Order (1881-1897). For all this work he was held in high esteem by Pope Leo XIII, the Ministers General Brs. Bernardino dal Vago and Luigi da Parma. The Iberian Conference (CONFRES) in celebration of the centenary of the Leonine Union published a Spanish translation of Br. Maurice Carmody's work "The Leonine Union of the Order of Friars Minor 1887".
Office of Communications
Because General Visitators are asked to verify that communication takes place within each Province and that there is openness to other entities and to the General Curia, the Office of Communications was given the opportunity of introducing its personnel to the Visitators (Brs. Luigi Perugini, Clarêncio Neotti, Gianfranco Pinto Ostuni, John Abela), the means put at their disposal by the Definitorium, the "instruments" used (Acta Ordinis, Fraternitas, Internet, Schematismus, Directiones Domorum, Press Releases) and its projects for the future. These last can be summarized as follows: to place itself at the service both of the Definitory, the Secretariates and Offices of the Curia, and the Conferences, entities and friars, so that all may share in what is happening in our life and in our mission; to make known outside the Order the concrete life of the friars and the values of our spirituality. Moreover, keeping in mind the requests of the General Chapter, the Office commits itself in particular to making Fraternitas more "international" and to accelerate the exchange of news. For this purpose the Office will write a letter to the Presidents of the Conferences and to the Provincials asking for a reporter "in loco"; from January 1998 Fraternitas will be available on the Internet for reading or for downloading and transmitting to other friars. The Blessed John Duns Scotus Study Centre
This is the name of the new Franciscan Interfamilial Study Centre for the study of philosophy and theology of the Franciscan Family in the region of Campania-Basilicata, which has more than 700 friars belonging to the three Provinces of Friars Minor, the two Provinces of Capuchins and one Province of Conventuals. At its inauguration on 13 November 1997 in the Friary of St. Angelo in Nola, there were present besides the Bishop of Nola, Msgr. Umberto Tramma, and the Ministers Provincial, the Minister General O.F.M. and the Rector Magnificus of the Pontifical Athenaeum Antonianum, Br. José Antonio Merino, who gave the address on Christocentrism in the Thought of the Blessed John Duns Scotus.

Vida y Escritos de San Pedro de Alcantara, edition prepared by Br. Rafael Sanz Valdivieso, "Biblioteca de Autores Cristianos", Madrid 1996, 550 pages. The first of four volumes on the Spanish Mystics of the 15th to 17th Centuries, published by the Conference of Franciscan Ministers of Spain. St. Peter of Alcantara lived from 1499 to 1562 and paved the way for the so-called Alcantarine Reform.
New Visitator General
The Vicar General, Br. Stephen Ottenbreit, has been named Visitator for the Fraternity of Grottaferrata, a house dependent on the Minister General.
Thirty years in the service of the Missions
The Province of St. Antony in Bavaria celebrated on 22 November in Munich the thirtieth year of Br. Heribert Neumeier as Procurator of the Missions and Provincial Secretary for Missionary Evangelization. Presiding over the Eucharist was Msgr. Boniface Madersbacher, retired Bishop of S. Ignacio de Velasco (Bolivia). Besides the Minister Provincial, Br. Benedikt Grimm (who gave the homily), there were present numerous friars of his Province, the Vicar General of the Order Br. Stephen Ottenbreit, and the General Definitors Brs. Peter Schorr and Kapistran Martzall.
Conceptionist Sisters: work of evangelization
The monastery of the Conceptionist Sisters in Cajamarca (Peru) celebrated the 250th anniversary of its foundation on 30 September 1997. From October 1747 the Conceptionists have always remained in this place, assisted by the Franciscans of the San Francisco Solano Province. Present at the feast were the Apostolic Nuncio, Msgr. Fortunato Baldelli, the Diocesan Bishop, Msgr. Angel Francisco S. Piorno, the Minister Provincial, Br. Gregorio P. de Guereñu, many friars, diocesan priests and representatives of the other monasteries of the contempla-tive Sisters in Peru. The Franciscan Conceptionist Sisters, founded by St. Beatrice da Silva in 1489, have played a great role in the evangelization of some of the Latin American countries such as Peru, Colombia, Mexico and Brazil.
Reflection by the Minister general
Our priorities, which will be made known to all the friars, are the aims which are the result of a policy decision made by the Definitorium for the coming sexennium. These are the salient points:
