| Solidarity with Kosovar refugees in Montenegro

Peace and all Good. Moved by the plight of the Kosovar refugees, a group of OFM friars visited Montenegro from 6th-9th April 1999 with the desire to show solidarity. The friars visiting the region were: Marko Orsolic from the Bosnian Province, Jürgen Neitzert, JPIC Co-ordinator for the Central Eurpoean Conference and Gearoid Francisco O’Conaire, Deputy Director of the JPIC Office in Rome. On our journey we met with several Orthodox priests, Catholic bishops, the Minister for Religions of Montenegro, Dr. Slobodan Tomovic, and a representative of the Department of Justice, Dr. Rajko Milovic. We also met our Franciscan Brothers in Tuzi a few miles from the Albanian border. Lack of time prevented us from visiting our brothers in Albania. The political situation in Montenegro is extremely tense. However, things are changing for the better. We heard how the democratically elected government of Montenegro is trying to guide the country in a direction that is open to and appreciative of the multi-cultural, multi-ethnic and religious traditions of their people. We spoke to refugee families - both Muslim and Christian - in Tuzi and in Ulcinje. All are from the Pec region of Kosovo on the Montenegran border who had fled ‘ethnic cleansing’ by Serbian para-military groups and military forces. All left in haste with whatever possessions they could carry and many had experienced aggression before making it across the border to Montenegro. By now you are familiar with the multiple testimonies of those fortunate enough to have escaped the repression. The Montenegran government estimates there are more than 100,000 Kosovars in the country. Since it is part of the Yugoslav Federation, it is not easy for international aid to reach the people. The government is poor and overwhelmed by a refugee population which is one sixth of the normal 600,000 native population. The friars in Tuzi, members of the Zadar/Dubrovnik Province, are helping a transient refugee population with shelter and food aid. However, we discovered thousands of refugees in Ulcinje who have been left very much to their own devices. Many were renting accommodation in this tourist city and those who had nothing were staying in the many mosques in the town. This is also an ethnic Albanian boarder city. Prompted by the General Chapter’s mandate to look for concrete ways of helping refugees, we also decided to make this visit to Montenegro.* Therefore, on behalf of the refugees in Montenegro, Albania and Macedonia and for the friars who are helping them, we appeal for help and make the following recommendations:

* The General Chapter 1997 has encouraged all friars to respond to the plight of refugees, displaced peoples and ethnic minorities in following resolution: “Concerned that the situation of so many people who are forced to abandon their lands, particularly the migrant workers, the refugees, the ethnic minorities solicit the General Definitorium, through the Office of the JPIC, in collaboration with all the Conferences and Provinces, to create a network of personnel and resources to intervene in the plight of the refugees.” (8,4). |
| Solidaridad con los Refugiados del Kosovo

Paz y Bien. Movidos por la grave situación de los refugiados del Kosovo, un grupo de frailes OFM visitó Montenegro del 6 al 9 de abril de 1999, con el deseo de ofrecer solidaridad. Los frailes que visitaron la región eran: Marko Orsolic de la Provincia Bosniana, Jürgen Neitzert, Coordinador de JPIC de la Conferencia de Europa Central y Gearoid Francisco O'Conaire, Vice-Director de la Oficina de JPIC en Roma. En nuestra jornada nos encontramos con varios sacerdotes Ortodoxos, obispos católicos, el Ministro para las Religiones de Montenegro Dr. Slobodan Tomovic y el representante de la Sección de Justicia, Dr. Rajko Milovic. También nos encontramos a nuestros Hermanos franciscanos en Tuzi a pocas millas de la frontera albanesa. La falta de tiempo nos impidió visitar a nuestros hermanos en Albania. La situación política en Montenegro es sumamente tensa. Sin embargo, las cosas están mejorando. Escuchamos cómo el gobierno de Montenegro, democráticamente elegido, está intentando guiar el país en una dirección que se abra y aprecie las tradiciones multi-culturales, multi-étnicas y religiosas de sus gentes. Nosotros hablamos a las familias de refugiados - musulmanes y Cristianos - en Tuzi y en Ulcinje. Todos son de la región de Pec de Kosovo en la frontera con Montenegro que habían huido a la limpieza étnica de parte de grupos paramilitares y de las fuerzas militares serbias. Todos salieron deprisa tomando lo que podían llevarse consigo y muchos sufrieron agresiones antes de atravesar la frontera con Montenegro. Ahora ustedes estarán familiarizados con los múltiples testimonios de esos afortunados que lograron escapar de la represión. El gobierno de Montenegro calcula que hay más de 100,000 Kosovares en el país. Dado que es parte de la Federación Yugoslava, no es fácil para la ayuda internacional localizar a las personas. El gobierno es pobre y agobiado por una población de refugiados que es un sexto de los normales 600,000 de la población nativa. Los frailes en Tuzi, miembros de la Provincia de Zadar/Dubrovnik, están ayudando una población transeúnte de refugiados con alojamiento y comida. Sin embargo, descubrimos miles de refugiados en Ulcinje que han quedado sólo con sus propios recursos. Muchos estaban alquilando alojamiento en esta ciudad turística y aquéllos que no tienen nada se están quedando en las mezquitas del pueblo. Ésta también es una ciudad de etnia albanesa. Animados por el mandato del Capítulo General a buscar maneras concretas de ayudar a los refugiados, también decidimos hacer esta visita a Montenegro. * Por consiguiente, en nombre de los refugiados que están en Montenegro, Albania y Macedonia y de los frailes que los están ayudando, apelamos por ayuda y hacemos las recomendaciones siguientes:

* El Capítulo General 1997 ha animado todos los frailes a responder a la grave situación de los refugiados, exiliados y las minorías étnicas en la siguiente resolución: “Referente a la situación de tantas personas que son obligadas a abandonar sus tierras, particularmente los obreros migrantes, los refugiados, las minorías étnicas el Definitorio General solicita, a través de la Oficina de JPIC, en colaboración con todas las Conferencias y Provincias, crear una red de personal y recursos para intervenir en la grave situación de los refugiados.” (8,4). |
