  • REQUEST TO HELP EAST TIMOR REFUGEES
    IN KUPANG AND ATAMBUA

    BACKGROUND: the actual situation and condition of life of the refugees:

    • East Timor refugees have lived in West Timor (Indonesia) since September 1999 soon after the total destruction in East Timor.

    • They are still living in tents, huts and very simple houses around Kupang, Atambua, Kefamenanu, Betun and Soe.

    • Most of them lack food, medicine, good nutrition, clean water and clothes. Many refugees suffer from diseases such as : malaria, diarrhoea, skin-disease/infection, eye-disease and infection of respiratory-channel, malnutrition.

    • Besides these physical diseases many refugees are suffering frompost-war trauma and mental depression or stress. These psychological problems have been enlarged by the real problems they are facing as refugees: a difficult life in tents (hot, crowded, muddy, unhealthy ventilation), the lack of food, intimidation, diseases, etc. Therefore, generally the refugees prefer to be silent, are suspicious of every newcomer, are explosive and get angry quickly, etc

    • Many of them spending their time cultivating the land around their tents. They plant maize, vegetables and potatoes, etc. Some of them opening kiosks to sell everyday eatables and other necessities. Men usually spend their time by gambling or walking around idly. Children and teenagers lack schools and the opportuntiy to learn reading, writing and other useful skills. The means for other positive creastive activities are also lacking.

    • Since the riot in Atambua on September 6th, 2000, many foreign volunteers left Timor and as consequence : many programmes to help refugees have been stopped.

    Considering all these condition and the real situation of East Timor refugees, the Franciscans of the Indonesian Province of St. Michael Archangel has decided to run a programme of helping and serving refugees in Kupang and Atambua. The programme will begin in February 2001 an continue for one year until 2002.

    ACTIVITIES AND SERVICES TO BE OFFERED

    • Health Care : By visiting refugees in their tents and attending the sick. Generally the sick stay in their tents and their family do not bring them to the post of service to get medicine or injection. Therefore the physician and nurses have to visit them in their tents.

    • Nourishing : especially for the children who suffer from malnutrition. The service for nourishing will be run three times a week.

    • Distributing the aid given to the refugees (food, cloths, medicines, etc.)

    • Dynamic or play group and general education courses for teenagers and youth, since: most of them left their secondary or senior high school.

    • "Bridge of communication": it means to help the refugees to contact and to get news from their families in East Timor by bringing their letters to East Timor and vice versa. Information and news from their families would be credible and important for refugees to know the very real situation in East Timor.

    • Pastoral Care: most of East Timor people are Catholics. In general they express their faith in devotions, especially to Saint Mary and St. Anthony of Padua. By Pastoral Care we want to be with them and together with them reflect and contemplate their experiences and suffering in the light of Christian faith. Christian faith and values could be helpful ways to confront and to open a horizon of life in the hope that God will never leave his people struggling alone for peace, justice and truth.

    • .Reconciliation : Reconciliation comes from the religious or spiritual sphere and links to the spiritual and religious disposition of someone. Pastoral Care could be helpful as a starting point of a long process of reconciliation in its political and social effects Reconciliation has to be a process of enlightenment and consientization and repentence.. We would like to cooperate with those who have the same interest and concern of peace-making and reconciliation.
